CAGAYAN DE ORO CITY — Civil Service Commission Commissioner Luis Meinrado Pañgulayan said recent human resource reforms and digitalization initiatives are improving accuracy, transparency, and efficiency in government operations during the 2025 HR and Legal Congress, held on Nov. 19, this city.
Pañgulayan cited government HR reforms, including the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORA-OHRA), the 2025 Rules on Administrative Cases in the Civil Service (RACCS), and the updated Statement of Assets, Liabilities, and Net Worth (SALN) rules.
“Binago na natin ngayon ang ORA-OHRA, binago na rin ang Rules on Administrative Cases in the Civil Service o RACCS, at binago na rin natin ang SALN rules for 2025. Ang lahat pong ito’y ginagawa natin upang lalo tayong maging transparent sa ating paninilbihan sa bayan, lalo tayong maging mabilis sa pagkilos para tugunan o asikasuhin ang pangangailangan ng bayan sa atin, at upang manilbihan tayo nang tapat sa ating bayan,” Pañgulayan said.
(We have now revised the ORA-OHRA, we have also revised the Rules on Administrative Cases in the Civil Service, or RACCS, and we have also revised the SALN rules for 2025. We are doing all of this so that we can be more transparent in our service to the people, so that we can be more prompt in responding to or taking care of the needs of the people, and so that we can serve our people faithfully.)

The reforms are part of the CSC’s 125th anniversary activities, highlighting its commitment to modernizing public service.
Pañgulayan said the 2025 ORA-OHRA now allows digital submission of documents such as certificates of eligibility and other HR certifications.
“Halimbawa, pag magpa-file ka ng iyong Certificate of Eligibility o magpa-file ka ng anumang sertipikasyon na kailangan sa iyong pagtatrabaho sa gobyerno, hindi mo na kailangan mag-submit ng certified true copy na hard copy. Pwede ka nang mag-submit ng digitalized copy, screenshot grab, o photocopy o digital copy para mapabilis ang pag-aksyon ng gobyerno sa mga kailangan ng mga ating lingkod bayani,” he added.
(For example, when you file your Certificate of Eligibility or any certification required for your employment with the government, you no longer need to submit a certified true copy or hard copy. You can now submit a digitalized copy, screenshot grab, or photocopy or digital copy to speed up the government’s action on the needs of our heroic servants.)
The commissioner said the reforms are being rolled out to all national government agencies, state universities and colleges, government-owned and controlled corporations, and local government units.
The transition to digital processes is intended to reduce paperwork, speed up employee transactions, and enhance accountability across the bureaucracy.
Pañgulayan also noted the CSC’s role in implementing the Optimization Law, which allows the President to reorganize government agencies for more efficient operations.
“Binibigyan ang pangulo ng kapangyarihan na magtalaga ng mga bagong ahensya, magtanggal ng mga ahensya na hindi na kinakailangan, o di kaya ay mag-merge ng mga ibang ahensya para mas mahusay na manilbihan ang ating republika sa mamamayang Pilipino,” he said.
(The President is given the power to appoint new agencies, eliminate agencies that are no longer needed, or merge other agencies to better serve our republic and the Filipino people.)
Pañgulayan said the 2025 RACCS allow citizens to file complaints against agencies for violations such as unauthorized fees or requirements. He also noted the importance of truthful declarations under the updated SALN rules.
“Kung ang net worth niya ay malaki kung ikukompara sa kanyang sweldo, pwede na siyang kasohan. Magpaliwanag siya, at ‘pag di siya magpaliwanag nang mahusay, pwede na siyang kasohan ng unexplained wealth,” he said.
(If his net worth is large compared to his salary, he can be sued. He should explain, and if he doesn’t explain well, he can be sued for unexplained wealth.)
As the CSC marks 125 years, Pañgulayan said the commission supports government employees in proving eligibility, meeting qualification standards, receiving training, earning recognition, and preparing for retirement.
“Ang mandato namin ay tulungan ang bawat lingkod bayan, tulungan silang maging lingkod bayani at makatulong sila hindi lang sa kanilang mahal sa buhay kundi sa mahal nating inang bayan,” he said.
