The Sandiganbayan Third Division has ordered the arrest of former senator Bong Revilla and six others in relation to an alleged “ghost” flood control project in Pandi, Bulacan.
Included in the arrest order were Bulacan District Engineering Office personnel Brice Hernandez, Arjay Domasig, Jaypee Mendoza, Emelita Juat, Juanito Mendoza, and Christina Pineda.
The court likewise released hold departure orders to ensure that all the accused remain in the country as the case moves forward.
The charges stem from a complaint filed by the Office of the Ombudsman on January 16, accusing the group of malversation of public funds through falsification of documents—an offense that carries penalties ranging from imprisonment and fines to perpetual disqualification from public office.
The case was elevated to the Ombudsman following a December 2025 report by the Independent Commission on Infrastructure (ICI), which flagged alleged irregularities involving flood control projects in Bulacan, Valenzuela, and Marinduque.
During a Senate Blue Ribbon Committee hearing on September 25, 2025, retired DPWH Undersecretary Roberto Bernardo admitted his role in questionable transactions and alleged that he had delivered multimillion-peso kickbacks to Revilla, Senator Francis “Chiz” Escudero, and former senator Nancy Binay through intermediaries.
Bernardo apologized to the public and claimed he allowed himself to be used in illegal activities tied to flood mitigation projects across several provinces.
