Malacañang announced on Sunday that Manuel Bonoan has resigned as Secretary of the Department of Public Works and Highways (DPWH), and President Ferdinand Marcos Jr. has accepted his resignation.
“President Ferdinand R. Marcos Jr. has accepted the resignation of Public Works and Highways Secretary Manuel M. Bonoan effective 1 September 2025,” Malacañang said.
Following this, Marcos appointed Department of Transportation (DOTr) Secretary Vince Dizon as the new head of the DPWH, replacing Bonoan.
“To lead the DPWH through this critical transition, the President has appointed Transportation Secretary Vince Dizon as the new Secretary of DPWH,” the Palace said.
According to Malacañang, among the President’s directives to Dizon is to carry out a “full organizational sweep” within the DPWH and ensure that the department’s funds are fully utilized for the country’s infrastructure projects.
With Dizon’s departure from the DOTr, Marcos has appointed Atty. Giovanni Lopez as the acting secretary of the department.
Prior to this, Lopez served as undersecretary for Administration, Finance, and Procurement of the DOTr.
To ensure accountability over alleged anomalies in flood control projects, Marcos has created an independent commission to investigate the matter.
“This body will conduct a comprehensive review of projects, identify irregularities, and recommend accountability measures to ensure public trust in infrastructure spending,” Malacañang said.
In a statement released on Sunday, Senator Panfilo “Ping” Lacson said, “The President made both a hard decision and a good choice in Secretary Vince Dizon to replace a beleaguered DPWH secretary.”
“I have watched and followed Vince Dizon’s indefatigable, almost daily effort to solve the numerous problems that beset the transportation sector. I can only wish him Godspeed and more importantly, good health,” the senator added.
