MANILA, Philippines — An ethics complaint was filed against Rep. Dan Fernandez (Santa Rosa, Lone District) on January 27, accusing him of violating the House of Representatives’ Code of Conduct during Quad Committee hearings.

Ferdinand Topacio, legal counsel for Cassandra Ong, an authorized representative of Lucky South 99, submitted the complaint, claiming that Fernandez deprived Ong of her right to consult with her legal counsel and misinterpreted Supreme Court rulings. Topacio called for Fernandez’s expulsion from the House.

The complaint focuses on Fernandez’s actions during the August 28, 2024, hearing when Ong, a resource person facing charges related to a defunct POGO, requested a 10-minute consultation with her counsel. Fernandez opposed the request, even after it was approved for a brief 5-minute suspension.

Topacio also criticized Fernandez for pressing Ong on personal questions unrelated to the case while she invoked her right to remain silent. He argued that Fernandez’s actions violated Ong’s constitutional rights and caused harm to her by misinterpreting legal rulings.

Ong, who was detained for contempt but released in December 2024, continues to face investigation for human trafficking charges tied to the operations of Lucky South 99. The investigation into Fernandez’s actions is ongoing.
