The Department of Budget and Management (DBM) has formally submitted the proposed P6.793-trillion national budget for Fiscal Year 2026 to the House of Representatives on Wednesday, August 13.
Budget Secretary Amenah Pangandaman handed over the 2026 National Expenditure Program (NEP) to House Speaker Martin Romualdez, noting that the proposal aims to support inclusive economic growth while ensuring fiscal sustainability. The budget is 7.4% higher than the 2025 allocation and represents 22% of the country’s GDP.
The top 10 agencies with the highest proposed allocations are:
Department of Education – P928.52B
Department of Public Works and Highways – P881.31B
Department of Health – P320.52B
Department of National Defense – P299.3B
Department of the Interior and Local Government – P287.48B
Department of Agriculture – P239.16B
Department of Social Welfare and Development – P227.05B
Department of Transportation – P198.60B
Department of Justice – P67.94B
Department of Labor and Employment – P55.22B
Key allocations include P53.26B for PhilHealth, P6.69B for specialty hospitals, P29.9B for the P20-per-kilo Rice Program, and P112.997B for the 4Ps. The transportation sector’s budget is set to double compared to 2025.
For flood control, P274.926B was allocated, mostly under DPWH. The proposed budget also includes P10.77B in confidential and intelligence funds, with the Office of the President receiving the largest share at P4.5B.
Speaker Romualdez vowed a transparent and accountable budget process, highlighting reforms such as public access to the Bicameral Conference and the removal of the small committee that previously handled institutional amendments.
